Users can now configure Immunization Counseling Scenarios in Admin with specified Not Given Reasons.

For example, if a practice frequently counsels patients who decline vaccines for religious reasons, an administrator can create a predefined scenario in Admin and configure it as a checkbox in the note. This streamlines documentation by eliminating the need for the user to first select the counseling scenario checkbox and then open the Counseling page to manually choose the Not Given Reason.
