We added new validations on a tendering module to ensure proper data entry when selecting winners and saving the Tender Analyze Offers page.

• Case 1: When selecting the item winner, choosing a winner is impossible if the Compliance (custom input) value is set to "No".
• 
  Case 2: When saving the Tender Analyze Offers page, you must select winners for each item; the winner field cannot be empty.
